Nobody talks about undying loyalty. Government should not have any busuness regulating sending messages. Whoever is not happy with his work can just quit, it's not like someone is chained to his workplace these days in western countries. It's generally much harder to find qualified personnel than to find a good job.
If you don't want to be contacted after hours, just ignore notifications.
