Expecting workers to answer immediately when messaging them after hours is crazy. But supporting dumb idea to make such messaging illegal is even more crazy.

Nobody talks about undying loyalty. Government should not have any busuness regulating sending messages. Whoever is not happy with his work can just quit, it's not like someone is chained to his workplace these days in western countries. It's generally much harder to find qualified personnel than to find a good job.
If you don't want to be contacted after hours, just ignore notifications.
Supporting crazy government initiative to limit when one can send messages, criminalising sending messages in "wrong hours" is insane.
